Moving ahead, it is imperative that the County act strategically when it comes to managing and upkeeping its facilities, organizing and using its personnel, and planning for long-term repair and maintenance of its roads and bridges. Each resource managed is one that belongs to the citizens of Smith County. As such, the County should take care to manage these resources in a business-like manner, always remembering the source of each tax dollar—its citizens. County government is merely a steward of those resources, and the moment it thinks otherwise is the moment when government fails its people. To help prevent that failure, the County should strategically plan for the future, involving the people in every step of the process, and setting standards for measuring results along the way.
